A federal appeals court refuses an appeal from a Missouri man, sentenced to death for the murders of a Texas Tech University dean and an 18-year-old Lubbock woman 12 years ago.

The ruling from the Fifth U.S. Circuit Court of Appeals moves Vaughn Ross a step closer to execution for the fatal shootings of Douglas Birdsall and Viola McVade.  Ross is a former Tech student and had been dating McVade’s sister.
