Leonel Castillo, Carter Appointee and Houston Hispanic Leader, Dead at 74

State Sen. Sylvia Garcia‘s office that Houston civil rights leader Leonel Castillo has died.

Castillo was the first Hispanic city controller  and was appointed by President Jimmy Carter as Commissioner of Immigration and Naturalization in 1977.  Castillo, whose health had declined in recent years, was 74.

A community center named after Castillo had planned to hold its grand opening this Saturday.
