HOUSTON (CoveringKaty.com) – Conrad Barrett is charged with a Federal hate crime in the attack on a 79 year old African American man in Katy November 24, 2013. Federal investigators say Barrett confessed to selecting his victim because of his skin color.
Court documents reveal the victim, only identified as R.C., was diagnosed within two jaw fractures and had to undergo surgery to insert two metal plates in his jaw and remove three teeth. R.C. was hospitalized for about 4 days. R.C. told investigators he was attacked while walking down the street.

Barrett’s attorney George Parnham says his client has mental issues. Parnham is no stranger to representing clients who claim emotional or psychological problems. He represented Andrea Yates of Clear Lake after she drowned her 5 young children in a bath tub. He also represented Dentist Clara Harris who killed her cheating husband by running him over with her car.
